The Washington State Department of Agriculture (WSDA) has been serving the states agriculture community and the public for more than 100 years. Through service, regulation, and advocacy, WSDA supports the viability and vitality of agriculture while protecting consumers, public health and the environment. We employ anywhere from 750:1,000 employees in fields like brand inspection, food safety, international marketing, environmental science, and information technology. While we do have offices statewide, our Budget Manager position is located in Olympia, WA.
As the Budget Manager your strong leadership, strategic planning and outstanding communication skills will be used daily as you lead the day to day operations of the Financial Services Division. Reporting directly to the Chief Financial Officer (CFO) this Budget Manager position manages the development, evaluation and monitoring of the agencys multi:million dollar biennial budget, performs various financial analyses and directly supervises a team of 3.

Some of what you will be doing:
:Controls all technical/system aspects of the budget and allotment processes to ensure compliance with Office of Financial Management (OFM) instructions and legislative intent.
:Responsible for building agency biennial and supplemental budget requests.
:Develops, manages, and analyzes monthly financial status reports for agency programs.
:Develops and conducts training focused on the needs of the personnel involved in budget development and monitoring.
:Manages the analysis of proposed and new legislation to determine fiscal impact for the agency and monitors implementation of funding received.
:Performs various financial analyses as needed, including historical analyses and projections of future revenue, expenditure and FTE levels.
:Identifies, informs, and provides recommendations to the CFO and the Leadership Team on emerging policy and financial issues.
:Provides direct supervision to team of 3 including workload monitoring, hiring activities, training, leave management, performance evaluations and disciplinary actions all while ensuring the agency complies with OFM and federal regulations.

Required qualifications:
:Bachelors degree in accounting, business administration, public administration, or related field.
:Five or more years of relevant professional experience developing, managing, and/or directing a governmental agency budget.
:Three years experience managing a staff of financial professionals.
:Professional working knowledge of OFM policies, procedures and regulations in the state budgeting and allotment process as well as OFM budget systems including the Budget Development System (BDS), the Allotment System (TALS), and the Salary Projection System (SPS).
:Ability to determine legislative, gubernatorial and agency executive direction and intent.
:Experience with management principles and public administration, including the political relationships and interactions between and within the different branches of state government.
:Demonstrated history of strategic thinking and analytical ability.
:Strong oral and written communication skills.
:Strong interpersonal skills.
:Expert level skill in Microsoft Excel and similar programs to include creating spreadsheets, importing data, creating tables, graphs and pivot tables.
